The Resilience Roadmap Manifesto is a document for the cultural institutions and creative organisations participating in the EIT Culture & Creativity resilience project. Born from a recognition that we live in a time of converging crises; ecological, political, digital, and democratic, this manifesto reframes resilience not as mere survival, but as the capacity to adapt, transform, and stay true to purpose while navigating continuous upheaval.

At its heart, the manifesto asserts that cultural institutions are essential infrastructure for democratic life. We are not accessories to society, but guardians of imagination, memory, and the collective capacity to envision different futures. By signing this manifesto, organisations commit to a shared understanding of resilience that is both practical (ensuring operational continuity through stable financing, secure systems, and transparent governance) and holistic (ensuring meaning through dignity, narrative sovereignty, and emotional infrastructure).

The manifesto outlines guiding forces and introduces cultural anchors that sustain democratic life, from civic commons to intergenerational continuity. Most importantly, it commits each participating organisation to developing living Resilience Roadmaps: adaptive strategies that evolve with our communities, our challenges, and our shared European future.

This is both a declaration and a promise that culture will remain a vital force through Europe's most difficult moments, and a guiding light in the transformations yet to come.
